The National Council of Social Service (NCSS) is the umbrella body for over 400 member voluntary welfare organisations (VWOs) in Singapore. Its mission is to provide leadership and direction in social services, enhance the capabilities of social service organisations and promote strategic partnerships for social services to ensure that every person has the opportunity to live a life of dignity to his or her fullest potential within society.
NCSS plans, develops and pioneers social services for isolated and vulnerable elderly, at-risk children and youth, families in need, and persons with physical and intellectual disabilities, and mental illnesses. This role involves shaping the social sector landscape, growing effective services and creating system linkages between its members and government agencies. NCSS also works closely with VWOs to build their organisational capabilities for better delivery of social services. NCSS recognises the importance of investing in human capital to build a stronger social service sector, with resources being allocated for the continuous growth, training and recognition of manpower. The Social Service Institute is the focal point for an integrated social service learning hub for training, practice, resource and career services for the sector. NCSS also continuously builds its own capability, including strengthening the research component and active engagement with VWOs to co-create new solutions.
Besides providing funding for current needs and emerging/underserved areas, NCSS will grow its advocacy efforts to be a bridge between the social service sector and the Government, public and private sectors and the community. NCSS has also been working closely with our member VWOs to help seniors age with dignity in Singapore. This includes working with government agencies, community partners and VWOs to provide critical social service programmes, such as Senior Activity Centres, befriending services, hospice services and specialised caregiver support services.
